Ferrol-San Cibrao Port Authority and GNF Plan LNG Fuel Supply

The Port Authority of Ferrol, on Spain’s north-west coast, Gas Natural Fenosa (GNF), Reganosa (Regasificadora del Noroeste, S.A.) and Ferrol Container Terminal (FCT) have agreed to jointly develop LNG refuelling infrastructure at the Ports of Ferrol and San Cibrao to supply vessels fitted with Liquefied Natural Gas (LNG) engines. The two-year joint venture will seek to deliver key positioning to the ports as Europe adjusts to IMO-imposed Emissions Control Areas, effective 1 January 2015, taking into account future demand for both land and marine LNG-fuelled transportation.
The initiative is linked to the ‘European Directive on Implementation of an infrastructure for alternative fuels’, which has just come into force, and, among other improvements, promotes the creation of a basic network of LNG supply in seaports and reduction of air emissions.
Drafting the memorandum were José Manuel Vilariño Anca, as chairman of the Port Authority of Ferrol-San Cibrao, José Luis Lloret Soler, as Director of Energy Solutions and Services Natural Gas Services, a subsidiary of Gas Natural Fenosa, Emilio Bruquetas, CEO Reganosa and Maria Martins de Castro Lopo Feijó, chairman of FCT.
In this context, given the geo-strategic position of Ferrol, the guarantee of access to liquefied natural gas through the Reganosa-owned Mugardos terminal, and the presence in the estuary of shipyard leaders in maintaining gas carriers, the parties are interested in positioning the an Atlantic port of reference in the logistics and use of natural gas as fuel.
The Port Authority and Reganosa will be supported in this project by Navantia – a Spanish state-owned shipbuilding company, the Xunta de Galicia and the University of Santiago, through the TEN-T program, funded by the European Commission.
Among the actions to be carried out by the partnership is a feasibility study for the provision of LNG in the outer harbour and an analysis of the needs for supplies of liquefied natural gas in the port area.
Also, the Port Authority of Ferrol-San Cibrao undertakes to promote emission reductions through the use of LNG as a fuel for ships and related dock activities. The direct involvement of Ferrol Container Terminal in this agreement demonstrates the interest in setting up LNG refuelling for container ships docking in the outer harbor, during loading and unloading. This would give the Ferrol port operational capacity of great significance to compete in the market for this type of transport.
In addition to the proposed joint research, the four signatories of the memorandum will develop technical exchange programs. They shall also promote among shippers and other port operators knowledge of the services and capabilities of the port of Ferrol in the field of LNG.
